The police could probably impact speeding in a cost-effective manner by installing a lot of fake radar devices.  These would send out radar-like signals--thus triggering fuzz-busters--but they wouldn't really measure or report.  We could call them "fuzz-buster-busters."  Speeders wouldn't get ticketed, but they'd slow down.
